College/Department Information

Research Development Services (RDS) provides support for obtaining approval for use of Augusta University Medical Center, Clinics, Ancillary Services, Medical Records, and Patients (recruited from or using these services) that will be used during the conduct of a research study. RDS provides support for accessing the following hospital resources and services for research purposes: using AU Medical Center facilities including hospitals and clinics for research visits; liaison for AU Medical Center to establish processes for scheduling research visits or procedures within AU Medical Center locations; supporting research budget development through Medicare cost analysis, Coverage Analysis, and prices for AU Medical Centers and AU Medical Associates; requesting hospital services such as Radiology, Pathology, Clinical Research Pharmacy, Tumor Bank, Blood Bank, etc., for research; accessing data in the Electronic Medical Record (EMR) and within hospital databases.

Job Summary

The Clinical Research Billing Compliance Analyst will be primarily responsible for reviewing clinical research protocols documents, supporting the development of the OnCore billing grid, and assignment of appropriate billing payor designation. Once created, this schedule or calendar is used to manage a variety of research activities including billing compliance, budgeting, subject tracking, data collection, and sponsor Invoicing. The individual will manage incoming requests for new protocols and amendments and ensure the end-user requests are handled in a timely and professional fashion as directed. This may require a meeting with AU faculty and staff to ensure their research project is reflected accurately in the system and explain any system settings that may impact the system configuration.

Responsibilities

The duties include, but are not limited to:

Protocol Review & Payor Designation: Be proactive in distinguishing between billable (Standard of Care) and non-billable cost and ensure overall adherence to Federal compliance in the budgeting and billing process. Serve as a resource for study budget development and assist ln developing tools and methods to consistently track research financial performance. Provide system-wide support to clinical research departments and Revenue Cycle throughout the research project life cycle to qualify studies for coverage, develop Medicare Coverage Analyses (billing plans) and monitor the claims and reimbursement process. Stay up to date on all new and evolving Institutional changes as they relate to policy, pricing, budgeting, Complies with Medicare/Medicaid rules and regulations. Assists Director, in organizing and implementing compliance initiatives related to Hospital billing. Supports clinical research departments. Research coding, coverage, medical necessity, and other compliance issues. Completes routine claim audits and transaction testing.

Training: Educates clinical departments on the Charge Master maintenance process, assists with completion of requisite forms. Prepares and monitors reports related to study start up activities. Develops new reports to correct charge capture and coding compliance issues.

Administration: Serves on committees as requested by Director. Assist in the development and implementation of billing policies and procedures to ensure compliance with applicable laws and regulations. Immediately reports compliance issues to the responsible Manager and Director of Billing Compliance and assists with the development of a corrective action plan. Attends and actively participates in training and education to increase knowledge and professional growth within this position. Work collaboratively with other departments to ensure the consistent application of policies and procedures ensuring efficient management. Provide secondary I back-up support for Clinical Research Applications Administrator Powertrials and/or Clinical Research Applications Administrator OnCore for clinical research systems and research security processes as designated by management.

Required Qualifications

Bachelor's degree in Clinical Research, Science, Health Sciences, Business or a related field from an accredited college or university and a minimum of three years of applicable experience.

Preferred Qualifications

Experience with CPT/CDM and/or ICD classifications;
Experience in conducting clinical research or In clinical billing;

Experience with Millenium EMR, OnCore, and/or PowerTrials;
Experience reading and interpreting clinical research protocols;
Experience with other CTMS or financial data systems in support of clinical research is desirable.

Knowledge, Skills, & Abilities



Proficient in Microsoft Office and other computer software/databases. Knowledge of Clinical Research processes; Clinical billing requirements ICO 10/ CPT codes, scheduling, and clinical orders processes; HIPPAA, IRB and compliance processes; and Clinical Research protocols, procedures. and calendar development processes.

SKILLS

Excellent interpersonal, written, and verbal communication skills. Detail-oriented with strong multi-tasking, analytical, problem solving, decision making and organizational skills.

ABILITIES

Ability to maintain confidentiality and develop and implement goals and action plans. Technically savvy and able to learn new software applications easily. Ability to meet short-term deadlines in a very fast-paced work environment with little direct supervision. Self-starter with demonstrated ability to maintain accountability, work independently and contribute creatively while functioning as a part of a cooperative and coordinated team.

Shift/Salary/Benefits

Shift: Days; Monday - Friday (Work outside of normal business hours may be required).

Pay Grade: 17

Salary to be commensurate with qualifications of the selected candidate within the established range (generally minimum-midpoint) of the position.
