The University of Maryland, Baltimore (UMB) Center for Vaccine Development and Global Health (CVD) brings together more than four decades of innovative and life-saving research on vaccines and infectious diseases (http://www.medschool.umaryland.edu/cvd/) As an organized research center within the University of Maryland School of Medicine (UMSOM), CVD comprises a multi-disciplinary team of faculty and staff whose primary mission is to develop, evaluate, and implement vaccines and other interventions to reduce illness and mortality domestically and in less developed countries. We work to prevent and treat enteric and respiratory diseases, to reduce the threat of malaria and antimicrobial resistance, and to identify, understand and combat other tropic and emerging pathogens burdening low resource settings. Training is a critical component of our work to ensure the foundation for the next generation of scientists and researchers committed to our mission.

This position will be filled as either a Senior Program Specialist or Program Manager depending on the chosen applicant's qualifications.

Primary Duties:

Program Specialist Senior:
Responsible to support and assist manage the VTEU and CIVICs federal contracts, including day-to-day operations, project management, and contract compliance for the program.
In collaboration with programmatic leadership, plan, develop, administer and coordinate new or revised goals and objectives for programs. Ensure that goals, objectives, and deliverables specified are accomplished in accordance within priorities, time and funding limitations, or other specifications.
Provide advanced administrative and research support to the programmatic leadership teams; domestic and/or international projects. Evaluate program effectiveness in order to develop and implement new or improved methods.
Lead development and content of speeches, presentations, articles and other forms of content dissemination. Contribute substantially in the development and implementation of communication and dissemination strategies, including providing oversight to social marketing strategy, making media appearances, and maintaining content on website.
Perform specialized administrative functions, including research and data analyses, program coordination and monitoring, data collection, database creation, surveys, reports, and recommends program changes.
Monitor and maintain relationships with internal and external stakeholders (i.e.: contractors, state agencies, legislature, and sponsors) to ensure compliance with work plan and deliverables.
Lead preparation of final program and financial reports for submission to management or outside agencies.
Prepare pre- and post- award reports regarding funding and/or funding continuation from outside sponsors.
Develop and facilitate workshops, meetings, or conferences with high impact on program and/or participants. Coordinate logistics, scheduling, communications, and participation.
Coordinate program activities through delegation of assignments to staff.
Performs other duties as assigned.
Program Manager:
Responsible to manage the VTEU and CIVICs federal contracts, including day-to-day operations, project management, and contract compliance for the program.
Set goals and creates tactics to achieve program objectives.
Plan and coordinate daily activities of a program including monitoring relationships of outside agencies or subcontractors.
Manage budget, including approving finances, tracking expenditures, identify variances and resolve, and preparing reports on current finances.
Coordinate and assist in training programs for employees, volunteers, and/or the community.
Plan data management and communications strategy for program. Work with senior management in developing program goals and milestones.
Manage the use of databases used to analyze criteria and deliver data, as well as to monitor, evaluate, and recommend to senior management revision to program operating policies and procedures.
Perform other duties as assigned.

Qualifications


Senior Program Specialist Qualifications:

Education: Bachelor's degree.

Experience: Three (3) years administrative or program coordination experience.

Other: Related experience to program may be substituted for education.

Ability to prepare financial statements and budgets.

Program Manager Qualifications:

Education: Bachelor's degree.

Experience: Four (4) years of program oversight including program planning, budget, and coordination.

Certification/Licensure: Project Management Professional (PMP) Certification preferred.

Other: N/A

Knowledge of position requirements. Knowledge of all applicable requirements, regulations, and laws. Skill in effective use of applicable technology/systems.
