The Child Specialist II in the department of Developmental and Behavioral Pediatrics will coordinate screening activities for First Steps Point of Entry (POE). This position will conduct evaluations and assessments as needed. The Child Specialist II will support eligibility determination and quality improvement functions.
Essential Duties and Responsibilities
Coordinate Point of Entry Intake and Eligibility Functions: Review CHFS approved screening protocol (i.e., ASQ); Ensure a health assessment (well child exam) is entered in TOTS Evaluation/Assessment Page; Coordinate relevant hearing and vision screening and/or evaluation activity; Synthesize all information gathered during intake and evaluation/assessment to determine eligibility.
Evaluation and Assessment: Complete Five Area Assessments (5AA) using a Cabinet-approved, criterion-referenced instrument for children referred to the POE who have a diagnosed Established Risk Condition; Conduct Initial Evaluations (PLE) using Cabinet-approved instruments on children referred to the POE suspected of having a significant developmental delay; Conduct additional assessment and secondary screening activities (i.e., M-CHAT, STAT, SPOT); Determine the disciplines needed for evaluation or assessment and assign outside evaluation/assessment activities with contracted providers; Enter KEDS data and service log for evaluations conducted.
Participate in Quality Control Procedures: Assist with preparation for a Record Review request or an Intensive Level Evaluation request; Compose ILE requests for eligibility determination; Consult with POE staff on active cases; Conduct process improvement activities for ongoing procedures to assist the State Lead Agency, POE Manager and other POE staff in assuring quality services in the district are performed within the required timelines; Monitor the implementation of IFSPs, including changes to IFSPs; Participate in IFSP meetings for children with whom the DCES has completed an initial evaluation or Five Area Assessment (SAA). Provide insight and IFSP development suggestions to Service Coordinators for all children that we have entered eligibility determinations on by completing an IFSP development form for Service Coordinator to review in preparation for the IFSP. Assist with eligibility redetermination as needed by reviewing service logs, annual assessments, provider/parent input. Provide guidance with intake for the purposes of reviewing medical documentation, obtaining information from specialists if needed, and consult on an as-needed basis for medically involved children. Review a selected number of assessment protocols each month from initial contracted evaluators to ensure quality control measures. Assist with continuity of care by communicating to physicians; including UL/Norton’s Neonatal Follow up Program for children referred to First Steps.
Compile all caseload numbers, evaluation numbers, any closed cases, Neonatal cases and submit a monthly team productivity chart to POE manager.

Therapy and Counseling— Knowledge of principles, methods, and procedures for diagnosis, treatment, and rehabilitation of physical and mental dysfunctions, and for career counseling and guidance.
Clerical— Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, stenography and transcription, designing forms, and other office procedures and terminology.
Target Compensation Maximum:
$68,900.00Target Compensation Minimum:
$45,900.00Compensation will be commensurate to candidate experience.
