2+ years of professional experience in budgeting, financial analysis, or accounting.
Strong analytical skills with the ability to interpret financial data and produce meaningful insights.
Excellent communication and interpersonal skills, with the ability to explain financial information to non-financial audiences.
Attention to detail and strong organizational skills.
Ability to work under general supervision, learn quickly, multi-task and prioritize workload and readjust as needed.
Ability to create intermediate to complex spreadsheets using Microsoft Excel.·
Experience working with ERP Systems in either budgeting, finance, or human resource modules.
Preferred Qualifications
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, or a related field.
Knowledge of governmental fund accounting and basic budgeting principles
Experience performing complex financial analysis, forecasts and projections.
Experience in higher education setting.
Experience with SAP ERP system.
Job Description
Texas State University is seeking a detail-oriented and analytical Budget Analyst to support institutional financial planning, resource allocation, and fiscal accountability. The Budget Analyst plays a key role in developing, monitoring, and analyzing budgets across academic and administrative units, ensuring alignment with university goals, state regulations, and sound financial practices.

Job Duties
Assist in the development, preparation, and administration of annual operating budgets for assigned units.
Analyze budget variances, spending patterns, and financial trends; provide recommendations to departments and leadership.
Prepare monthly, quarterly, and annual financial reports for internal stakeholders and external agencies.
Support multi-year budget forecasting, modeling, and scenario analysis.
Review and process budget transfers, position funding changes, and expenditure adjustments.
Collaborate with academic and administrative units to answer budget questions and ensure compliance with institutional policies and state regulations.
Participate in the development and enhancement of budgeting tools, templates, and processes.
Provide training and guidance to departmental staff on budget procedures and system functionality.
Perform other duties as assigned in support of the Budget Office or Finance Division.
