The Property Accountant serves as a critical steward of the University’s financial integrity and operational excellence. This position provides comprehensive budgetary and accounting oversight for all capital projects, ensuring the accurate management of the University’s fixed asset inventory. Through rigorous controls, careful reconciliation, and high-quality reporting, the Property Accountant strengthens the University’s commitment to transparency, compliance, and responsible resource management.
Essential Duties Summary
Analyze and reconcile all general ledger and subsidiary records for property, plant, and equipment accounts-including construction and renovation activity, fixed and movable equipment, and capital debt. Investigate discrepancies, prepare correcting entries, and ensure alignment with university policies and state requirements.
Establish, maintain, and reconcile budget and accounting records for new construction and renovation projects. Coordinate daily with state financial systems to reconcile project activity requiring state authority. Collaborate with project administrators and state representatives to resolve issues related to financial classification or posting errors.
Review all purchase orders exceeding $5,000 to ensure accurate identification and treatment of capital and low-value assets under University policy. Create assets in Banner for each qualifying line item while ensuring compliance with capitalization thresholds and accounting standards.
Run daily Banner receiving reports to identify assets requiring tagging. Coordinate with departments, physically tag assets, and enter detailed asset data-including tag numbers, serial numbers, descriptions, and custodial information-into Banner.
Prepare monthly reconciliations between the inventory system and accounting records for capital equipment and fixed assets. Resolve discrepancies and prepare all necessary supporting schedules and journal entries to maintain accurate balances.
Prepare all annual property-related journal entries, supporting work papers, and lead sheets for the University’s financial statements, as well as submissions for IPEDS, IFRS, GASB, and other required external reports.
Produce division-level inventory reports, coordinate annual departmental verifications, review submissions for accuracy, document corrections, and follow up on missing or incomplete information to uphold asset accountability University-wide.
Conduct monthly settlement of internal orders tied to construction and renovation activity to ensure proper recognition of construction in progress. Review detailed line item activity and capitalize or expense costs based on accounting and operational standards.
Recommend and implement policies related to capitalization, depreciation, and disposal of fixed assets to ensure accurate financial presentation and alignment with GASB pronouncements and emerging best practices.

Education
Required:
Bachelor’s degree in Business, Accounting, or a related field
Preferred:
Master’s degree in Accounting, Finance, Business, or a related field

Current Certified Public Accountant (CPA)
Knowledge, Skills, and Abilities
Knowledge of:
Knowledge of the functions of USAS;
Knowledge of the rules and regulations of the university as they pertain to the accounting function
Skill in:
Strong analytical and problem-solving skills;
Excellent interpersonal and communication skills;
Proficiency in using computer software, particularly MS Excel and PeopleSoft
Abilities in:
Ability to establish budgets, make payments for the state, and check cash balances;
Ability to produce reports;
Ability to work independently;
Ability to meet deadlines
Ability to maintain the security or integrity of critical infrastructure, which may include communications systems, computer networks and systems, cybersecurity systems, electrical grid, hazardous waste treatment or water treatment system.
Work Experience
Required:
Minimum of five (5) years of related job experience
Preferred:
Experience in Higher Education is preferred
Experience with Banner Financials
Experience with State of Texas Accounting

Works in an office environment
Work is performed in a typical, comfortable interior work environment which does not subject the employee to any unpleasant elements.
Individual has discretion in relation to walking, standing etc., and has minimal exposure to physical risks
